Fredy Meave Galindo

Sr. Amparo and Public Affairs Attorney

Holds a Law Degree and a Master’s Degree in Constitutional Law. Certified in 2024 by the Ministry of Public Administration in “Principles of Effective Government and Probity.”

He has over twenty years of experience in the government sector. Within the Federal Public Administration, he has served as Legal Director at the National Archives of Mexico (AGN) and held various positions at the Ministry of Public Administration, including Advisor to the Undersecretary of Public Administration, Chief of Advisors in the Undersecretariat of Administrative Responsibilities and Public Procurement, and Head of Responsibilities at the National Bank of Public Works and Services.

In the Federal Judiciary, he has worked at the Federal Judiciary Council, specifically in the Comptroller’s Office, and at the Electoral Tribunal of the Federal Judiciary, where he served as Director of Archives.

His career includes the implementation of public policies related to the professional civil service, accountability, document management, anti-corruption efforts, public ethics, access to information, and administrative improvement.

He has been part of various legislative drafting groups, contributing to the General Archives Law, the Regulations of the Federal Archives Law, and the Organic Statute of the AGN, as well as drafting multiple guidelines issued by this decentralized agency. Additionally, he has participated in the National Transparency, Access to Information, and Personal Data Protection System, collaborating in the drafting of the Guidelines for the Organization and Preservation of Archives issued by the National Council of said system.

Internationally, he has served as a consultant to the Institute for Public Information Access of Honduras in drafting its General Archives Law. He also contributed to the preparation of the reference document on combating the illicit trafficking of the nation’s documentary heritage, presented before the Subsidiary Committee of the Meeting of the States Parties to the 1970 Convention on Measures to Prohibit and Prevent the Illicit Import, Export, and Transfer of Ownership of Cultural Property.
